YANKEY’s Bio
Mr. Auguste Yankey, a lawyer-manager, is an African expert in ICT for development (ICT4D)
and the challenges of the Information Society. With over 25 years of experience, he has worked
in various sectors of development and information technology.
At the African Union Commission (AUC) in Addis Ababa, he served
as Principal Officer of ICT Policies. He supervised the development
and implementation of ICT policies within the Division of the
Information Society, making technologies more accessible and better
regulated across the continent. His expertise has shaped key projects,
particularly in cybersecurity, internet governance, and the Africa
Connect for Education & Research project.
Mr. Yankey led the African Union's cybersecurity project,
contributing to the adoption of the AU Convention on Cybersecurity
and the Protection of Personal Data. This initiative strengthens the
digital security of African states, which is crucial in the face of the
growing challenges of technology.
Currently, he is Special Advisor to the Director General of the Ivorian Telecommunications
Regulatory Authority. He manages issues related to Artificial Intelligence (AI), cybersecurity,
and data protection. He actively participates in the national AI strategy in Côte d'Ivoire, aiming
to ensure ethical and secure technological development for the country, building on the
foundations of the Continental (African) Artificial Intelligence Strategy.
Mr. Yankey is also Director of Operations at the Mahatma Gandhi Technology Park in Côte
d'Ivoire. This Ivorian Silicon Valley supports innovation, particularly in ICT and
biotechnology, with a focus on the impact of AI.
An author and contributor to scientific works, Mr. Yankey helps African states develop robust
and resilient digital infrastructures. His work aims to strengthen the digital transition and tackle
technological challenges.
He holds a Master's (MSc) in Law and Management of ICT from the University of Namur
(Belgium), a Master's in ICT4D from the University of Manchester (UK), as well as an
Executive MBA from Paris Sorbonne Business School (France). He is currently conducting
research for a PhD in cybersecurity. AI, with its implications for security and data governance,
is at the core of his work
